Delhi is one of the best-run "states" so this data point does not apply (I put it within quotes since Delhi is so tiny compared to the other states). FYI: in Noida the written test is administered only in Hindi. They were LOL when I asked if the test was available in English. I had fun guessing the answers since I did not know Hindi. :) Did you take the test in English or Hindi in Delhi? All my ventures at the local MTNL office have been terrifying. Another thing that this reminds me is that I have to get a learners license myself.
